Urban Management Centre has made this film to spread awareness about Emergency Response Sanitation Unit to make cleaning of septic tanks and sewer lines safe.
The Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013 prohibits the employment of manual scavengers and manual cleaning of sewers and septic tanks without proper protective equipment. It is mandatory to clean the sewers and septic tanks via machines.
Under extreme situations, Emergency Response Sanitation Units are established in each state/ UT at city or district levels to make decisions on whether a particular situation demands manual cleaning.
In such situations, only after establishing appropriate processes and systems and with required PPEs and equipment, can confined entry be allowed. To understand the ERSU process better, watch the full video here.
